The point varies by municipality, by utility owner, and by utility type, and it can sit in different places for water, gas, electric, telecom, and sewer on the same site. Asking where each boundary sits is the first question on every scope that touches the private side.
The risk in the private band is structural, not technique. The 60–65% of buried infrastructure typically left unmarked after an 811 response is not a small leftover category — on a typical residential yard it is most of the subsurface picture, and on older sites the abandoned-line tail within that band is often the largest single contributor. From the kick-off call to the closeout handoff
The entry-level workflow for residential and small-commercial scopes follows three short phases — pre-field 811 framing, on-site confirmation, and private-side flag and handoff — so the customer and the field team work from the same demarcation before mobilisation and the same boundary at closeout.
- At the kick-off call, ask where 811 stops on this site — meter, curb stop, property line, first valve, or building entry. The answer decides the scope.
- Confirm what the 811 ticket actually covered: list the utilities that responded (water, gas, electric, telecom, sewer) and the marks left on the ground. Anything not on that list is a candidate for private-side work.
- Note the planned excavation footprint and overlay it on the demarcation. If any of the dig is private-side of the line, a private locator belongs in the conversation.
- Set the customer expectation in plain language: 811 cleared the public band, not the property. "No additional utilities" after an 811 response is rarely accurate on the private side.
- Walk the site from the public right-of-way inward and confirm visible demarcation markers — meters, curb stops, valves, surface cleanouts at the property line — against what the 811 ticket placed on the ground.
- Mark any surface indicators of private-side infrastructure that an 811 response would not have flagged: irrigation valve boxes, low-voltage lighting transformers, communications NIDs, abandoned meter sets.
- Interview the site contact about known and unknown private assets — yard sprinklers, secondary feeds, outbuilding services, prior work that may have left abandoned lines.
- Document the boundary as a drawn band, not a single line — the private-side gap is a band of varying width depending on the utility owner and the local convention, and the report should show that band explicitly.
- If the scope includes any private-side work, quote it as a separate line item with its own deliverable shape (pre-field intel sweep, ASCE-tagged closeout, or pothole confirmation) so the customer sees the boundary in the quote as well as on the ground.
- For residential and small-commercial scopes, list the most likely private-side categories up front — water service lateral, irrigation, secondary feeds to outbuildings, abandoned prior-work laterals — so the customer knows what the private locator is looking for.
- Hand off a one-line demarcation note on every deliverable ("811 boundary stops at the meter; everything site-side of that line is private coverage") so subsequent reads of the report do not have to reconstruct the boundary.
- Close the loop with a plain-language summary the customer can read without a locating background: what 811 covered, what the private locator covered, and what neither did (e.g. unmarked abandoned lines outside the swept footprint).
The single sentence that travels with every residential or small-commercial scope: "The 811 ticket covered the public band up to the meter; the private band is the scope we are sweeping today." That sentence, in the kick-off email and on the closeout summary, prevents both the "we are clear to dig" framing error and the "why did no one tell me about the unmarked yard lateral" surprise after mobilisation. It is small, it is plain, and it does most of the demarcation work the team needs to do outside of the field report.
Phase 1 — pre-field 811 framing — sets the SCOPE precondition. Phase 2 — on-site confirmation — confirms the boundary against the marks on the ground. Phase 3 — private-side flag and handoff — is the private-side scope on the quote and the closeout summary the framework promises.

Ask at the kick-off call where the demarcation sits per utility on this specific site. Boundaries vary by municipality, by utility owner, and by utility type, and getting it wrong makes the scope look like it covered work it never did.
Homeowner mentions "the old sprinkler system might still be live" in passing; the locator does not include irrigation in the scope and the dig hits a pressurised lateral.
Treat irrigation as a default private-side category on residential and small-commercial scopes. A short sweep that flags live and abandoned lateral runs is cheaper than a single hit, and most sites have at least one.
Site contact says the old water service was "capped at the curb years ago"; the locator takes that at face value and does not pothole the abandoned run before excavation.
Treat every "capped" or "abandoned" report as a working hypothesis until potholed. Abandoned lines are the largest single category in the 60–65% private-side band on older properties, and a verbal "it was capped" is not the same as a confirmed cut at the main.
Customer calls back after mobilisation begins: "we have a no-mark response from 811, why are you still sweeping?" The team has not written down the demarcation in a place the customer can re-read.
Put the public/private boundary in the kick-off email in one sentence — "the 811 ticket covered the public band up to the meter; the private band is the scope we are sweeping today" — so the customer can re-find the answer without a phone call.
A residential customer asks "why did no one tell me about the unmarked yard lateral?" after a near-miss on a fence-post dig. The handoff to private coverage came too late to change the decision.
Recommend the private locator at the kick-off call, not after the near-miss. The conversation is short, the language is plain, and the customer can authorise the additional scope before mobilisation rather than after.
