Foundations 01 — 811 and its limits
The entry-level foundation for the rest of the catalog: what the public 811 ticket covers, what it leaves unmarked on the private side, and why a private locator is the next step on any scope that crosses the demarcation.

The rest of the catalog — the NULCA practice assessment and the advanced track — assumes you already have this framing.
